it is 7:00. you are looking live at a fire burning in san jose. well, there was a fire had this. you can see a little bit of some smoke. and here you can see a live picture of some fire crews.

this is a small grassfire near the last legos fire. ktvu has a crew there, as you can see from the live pictures. in two minutes we will tell you what people in the area are saying they suspect may be the reason behind the fires. welcome to mornings on two. i am tori campbell. >> i am dave clark. let's talk about weather and traffic. and we welcome back back steve. >> thank you very much. a lot of fog out interest interest and a lot of drizzle reports. it will be foggy, sun. really mild in the city. low 60s already. a lot of low clouds and fog and tropical clouds. if you are in the sierra, afternoon thunderstorms. maybe even the mother lode could show up. breezy for some. a southeast breeze peninsula

and south bay. and high clouds, sun. the higher clouds should lift out of the area late morning, early afternoon. should be mostly sunny. the breezy is temperatures and the temperatures are mild. low 60s for many. we are getting that south breeze and that's what it does it every time. justing 18- gusting 18-20 half moon bay. again some tropical clouds might make it feel a little more humid and muggy. there is plenty of moisture. that's for sure. high clouds inland. 60s, 70s, 60s. a decent commute. san francisco. the bay bridge toll plaza is crowded a20-minute drive. there is a daytime baseball game at at&t park. it's the a's and the giants and 12:45. 880 north and southbound the traffic looks good in both directions. a five-minute drive time from

downtown oakland to hagen berger. and in the eastbound, 580 a mess through the livermore valley. it's expected slow traffic. southbound 680 near bernell is slow. on the peninsula 101 good from san mateo to sunnyvale. now to breaking news out of san jose. right now fire crews are battling a small grassfire near the loss lagos grassfire. it is the third to break out in that area in the last 11 days. janine de la vega just arrived on the scene. >> reporter: this crew just came back from fighting that fire. you are looking at the back side of the los lagos golf course. it took firefighters quite a while to find this because, as you can see, there is no smoke.

it's quite a hike down there. there is homeless encampments down there. you can't see any smoke any more. here is video taken in the last hour of the smoke in the air coming up from the golf course. we are told that it was a small grassfire about 50 by 30 feet. there is a lot of poison oak down there. so it was a challenge, like i said, and a hike for these firefighters to get down there. we are not sure what caused this fire. right now they're in the overhaul phase of making sure there is no hotspots that spark back up. but if we go to some previous video taken recently, there was two other vegetation fires there since june 30. the larger one actually burned six acres and it was in the same area in the los lagos golf course. now, the second fire was a flairup of the earlier fire. one of the golf courseworkers there had speculated that maybe it was a homeless person who had been cooking. now, i just spoke to a

firefighter and he did confirm that they did see tents down there. right now i am sure they are talking to people down there and making sure that nothing flares back up. reporting live from san jose, janine de la vega, ktvu channel 2 news. time is 7:05. the clock is ticking for people at a homeless camp in berkeley to pack up or be evicted. this is causing tension between berkeley and another east bay city. ktvu's alex savidge to tell us why some feel the city of albany is passing its homeless problem on to berkeley. >> reporter: the city of berkeley is concerned because they believe there is a public health issue out here. there is quite a bit of trash, animal waste, and there is a rat problem as well with this homeless encampment where we are

this morning along gilman street underneath 880. there are dozens of people who live out here. temps, tarps, and mattresses line the sidewalk. the city of berkeley is threatening to clear out this camp by this coming tuesday unless the place is properly cleaneddum. the city has declared the camp a public nuisance. an eviction is stirring controversy. according to one report, city leaders say albany is passing the buck by simply pushing its homeless population on to its neighboring city. some of those forced out of the albany ball were paid thousands of dollars not to return to that city. meantime, berkeley police have visited this camp on a daily basis offering to connect people with city services. and because this encampment is under the freeway, the highway parole has become involved. advocates for the homeless

argue the city should be putting trash cans in here to help campers keep the area clean instead of forcing people out. that deadline is looming. days away now. campers have until tuesday to clean up the camp or the city of berkeley says they will clear the place out. we are live this morning in berkeley, alex savidge. >> the city of berkeley is now requiring pot clubs to give away some of the marijuana they have to the poor. the city council approved that ordinance late monday night. it mandates the three-medical marijuana dispensaries to set aside 2% of the pot and give it to others. supporters of medical marijuana dispensaries are urged to gather on the steps of city hall. the demonstration is part of the organized protest and petition drive against the new ordinance approved by the city council

last month. seven 07:00. the san jose police department making an unprecedented move to deal with a staff shortage. police officers from the special operations division will be responding to routine 9/11 calls once a month. now, this affects more than 50 officers from the gang suppression swat unit, violent crime, and traffic enforcement divisions. now, this has angered many members of the san jose police department. >> this is another band-aid taking our officers who should be hunting down the worst of the worst criminals. now they are going to be answering basic 9/11 calls trying to keep the city afloat. >> this is another first for the san jose police department. just last month it started a mandatory overtime policy because of a shortage of police officers. a high-priced prostitute was accused of drugging and killing a google executive aboard his

yacht. we discovered 26-year-old alix tichelman was arrested last fall for biting a boyfriend. she is scheduled to return to a santa cruz court next wednesday on charges of killing 51-year-old google executive forest timothy hayes. investigators say a surveillance camera on his yacht shows she injected him with a lethal dose of heroin. this happened last november. then watched him fall to the floor, gathered up the heroin and needles, and stepped over his dead body to finish a glass of wine. >> she was callous. she showed no regard at all for the victim in this case. her only concern was getting herself out of that situation. >> on tichelman's facebook page she stated she worked in san francisco as an exotic dancer. investigators used her tattoos

to identify her. she currently faces charges including manslaughter, transporting narcotics and destruction of evidence. stay with ktvu and ktvu.com for continuing coverage of this case as prosecutors consider elevating the manslaughter charge to murder. time now 7:09. a fire in san diego county one that destroyed 36 homes was intentionally set by someone they are only identifying as a juvenile. the cocos fire burned 2,000 acres back in may. it caused millions of dollars in damage. it forced the evacuation of the cal state san marcos campus and temporarily closed several schools and businesses. a hearing for that person suspected of setting the fire has been scheduled for the end of the month in juvenile court. sonoma county's newest casino is helping to keep some fire stations open. that may also mean a faster response to emergencies. the press democrat reports

profits from the casino will allow the rancho adobe fire protection district to staff all three of its fire stations this summer. for almost two years budget cuts forced one fire station to close down on a rotating basis. casino profits will also be used to buy a new fire engine for the central fire authority and build a new station. we are following developing news on wall street where stocks are dropping sharply following losses in europe. analysts say it's due to bern about the financial health of one of portugal's largest banks. also a concern for italy's economy. taking a live look right now at the big board, the dow is currently down 140 at 16,845. the nasdaq is down 47 and the s&p is down 14. thousands of people with intellectual or developmental disabilities have been banned from voting in los angeles county. that's according to the

coming up on 7:15. two unattended suitcases prompted the bomb squad to respond. someone left the suitcases behind a bread restaurant yesterday afternoon. the bomb squad examined the suitcase was a remote controlled robot and found nothing dangerous. several blocks of the los gatos bull guard were shut down. bay area prosecutors expect to make more arrests in an alleged food stamp fraud ring operating out of san francisco and oakland. it involves a half million dollars in taxpayer money over the past two years. investigators say the owners of ib food company would ring up

phony sales in the sophisticated scam involving the private financial information of food stamp recipients. >> a person was buying the cards at 50% and taken to the store and then the store was cashing the card. >> the police have already arrested the store owners and two other people described as middle men. there could be more drama today in the trial determining whether the l.a. clippers can be sold. now, the estranged wife of donald sterling, she will be testifying again later today. on the witness stand yesterday donald sterling vowed he will never sell the clippers. he added that he will sue the nba for antitrust violations. when yesterday's hearing wrapped up his wife tried to approach donald sterling. he screamed, "get away "and he called her a pig. a judge then ordered him to keep quiet. 7:16. the san francisco giants are considering a new dress code at

at&t park that would ban clothing considered culturally insensitive. the proposal comes after a fan wore a headdress at a native american heritage night. a native american woman says she was asked to leave the stadium after getting into a confrontation with a man who was wearing the headdress. the giants have apologized for the incident and say they are working to raise awareness of culturally appropriate behavior. this afternoon in san francisco the giants will look to salvage a split of their series with the a's after two losses in oakland. the giants beat the a's last night. hunter pence hit a solo in home run in the fourth. today's game is at 12:45 at at&t park. time now 7:17. sal, besides baseball you're telling everybody -- >> yeah, i'm still looking to see if there is anything happening here on the bay bridge. but there isn't. and we are just getting word

that that power outage in -- pardon me. the power outage in san francisco south of market area has been on and has been off. so trying to figure out, is it on or is it off? if you get to a stoplight in the market district, treat it as a four-way stop. police are aware. let's look at the commute on the east shore freeway westbound from the carquinez bridge to the maze. average speed 51 miles per hour. if you are driving to the bay bridge toll plaza it's not bad, especially if you are in some of these left lanes and not a big backup coming in from 880. unfortunately, 580 never seems to get the message. five 80 in livermore is always slow. it is a construction zone there, adding lanes and widening stuff. maybe at some point it will get

better. today has been a good shore on the bay bridge shore freeway getting into the valley. what's the weather going to be like? >> fog, sun, south wind, a little on the mild side. >> good. >> there you go. >> 67. low clouds around some but there are definitely some breaks. there is a lot of fog out there. a couple of reports of breaks around el granado, half moon bay, daily cities. drizzle up and down the coast. morning fog will burn off sooner on the weekend and next week if everything continues to go as advertised here it looks warm to hot. the sun will be rising above the 79 teen. that's next week. today a little cooler. a lot of tropical clouds over the sierra and some of those bleeding in the valley and towards the north and east bay. if you are wondering where they are, yes, wrapping around that four corners highs. it's a little early in the season for these. i would agree. normal august, september. very early here in july. 59 to start if san francisco.

7:24. two people on a rollercoaster at six flags magic mountain when it hit a downed tree on monday are suing the park. the park is in valencia 30 miles north of los angeles. the passengers claim it was the park's neglect that caused the ride to be unsafe. four riders were injured when the ride hit a tree branch that had fallen onto the tracks. 22 people were on the ride and stranded for up to three hours. six flags has not commented on the lawsuit. several senior citizens are fighting to keep a pal he owe

alto ymco from closing its doors. they are scheduled to close later this year. the ymca of silicon valley says the decision is financial because they need 2.$8 million in improvement. but the mostly older people who go to the paige mill ymca say it feels like the ymca does not value them. a special camp in west moran allowing law enforcement officers to offer help and guidance to kids who need it most. it's a camp called camp chance. the san rafael police department started the program to give at risk underserved kids a chance to learn about the tools police and firefighters use. now, camp officials say most children start out shy. but by the end of the week they build a trust and a rapport that continues long after the kids go back home. >> i actually say hi to them. i'm like, hey, what's up? like how's your day? i am not like, oh my god, cop.

there are a few breaks there. coastal fog is definitely making a presence felt with morning with reports of drizzle. there are a couple of breaks. fog. drizzle. higher clouds inland. next week looking warm to hot if everything continues to march in. the forecast models are saying today toe we might have to deal with some afternoon thunderstorms. again mother lode in the sierra nevada. for us a big fog bang out there -- fog bank out there and reports of drizzle. that will lessen up about 9:00. really mild. a southeast wind for many peninsula and south bay. a few thunderstorms for the sierra but for us some high mid-level clouds to the north and east bay. low clouds, fog, sun, drizzle, coast drizzle, mostly sunny, 80s. 60s, 70s coast and bay. here's sal. steve, we still have a lot of slow traffic and we are going to start in east contra cost a county with highway four. it's only taking five minutes.

the problem is that's a very short distance and your average speed is less than 40 miles an hour. and you can see for yourself it's not a great drive. and it's one of those things where we've had a couple of minor issues in this area. we had a crash on willow pass road itself. but traffic is not really -- it's just very slow is what i'm trying to say as you drive over the hill. there was also a crash westbound 4 at port chicago highway that cleared from the lanes, but the traffic is still very slow. let's move along and take a look at the bay bridge toll plaza. that is about a 15 to 20-minute delay with no major issues. and the traffic is better once you make it onto the bridge. 15 to 20-minute drive time, i should say, into san francisco. 580 continues to be very slow in pleasanton and dublin. it gets better at the 680 interchange. 7:32. back to the desk. in san francisco a senior assisted living home is due to close at the end of this month.

it's supposed to be making room for a private elementary school. but some people are fighting to keep that senior home open. ktvu's brian flores live in san francisco right now to tell us what's happening today. brian, a last-minute attempt to save that facility? >> reporter: good morning. yeah, the university mound ladies home has been around for the past 130 years taking care of many seniors. on july 31 it is scheduled to close its cars to make way for an expansion of at a vista school. now, on the website it says thank you san francisco for 130 years of support. the home is currently scheduled to close. until then the fight continues to keep it open. this morning at 10:00 a.m. san francisco supervisor david campos will be hoping a very important hearing at the neighborhood services and committee meeting about the issue. he has supported keeping the home open. he tweeted about it late last

night trying to get people to show up this morning. this is an opportunity for residents and community members to show support for the home or sale of it. it has had financial troubles which dates back to 2008. they are asking for the city's help to help with donations of the boarder directors says there isn't enough money and there is no way and ultimately decided it close its doors. according to the chronicle, the sale will pay for outstanding loans, helping residents find other homes and paying off pension obligations. they were notified about on may 7. we heard there might be some or not-for-profit groups interested in buying the facility and keeping it open. we will keep you updated throughout this morning to see if we hear from some of the key players about this issue. live in san francisco, brian flores, ktvu channel 2 news. time 7:34. the l.a. dodgers could decided

to if they are going to appeal that $18 million award in the bryan stow case. yesterday a jury in l.a. ruled that the dodgers were partly responsible for bryan stow's critical injuries. he was brutally beaten outside of dodgers stadium three years ago. now, that award was a lot less than the $50 million the stowe family was seeking against the dodgers. >> obviously, it pulls at anybody's heartstrings but we could only go by the evidence presented to us in court. >> i feel like it's a victory. it's a big weight off of our shoulders. we have been waiting three years for this. >> the jury ruled that former dodger owner frank mccourt was not liable in this case. the stowe family sued for negligence. they claimed poor stadium security played a role in the brutal beating that caused bryan stow's permanent brain damage. 7:35. family members say bryan stow is a loyal giants fan and the team

he loves issued a statement shortly after yesterday's verdict. quoting here, "we want to thank the giants fans and the entire bay area community for their heartfelt support of the stowe family." tim flannery has become a close friend of the stowe family. >> everybody became a full time caregiver the rest of their lives in a blink of an eye. every's life changed and they have not walked away from the responsibility. and that's what i love about that family. >> flannery is also a musician. his band has played more than a half dozen concerts which raised $200,000 to help pay some of stowe's medical bills. 7:36. the family of a missing oakland toddler who disappeared a year ago will hold a candlelight vigil tonight to mark the one year since she disappeared. relatives of two-year-old daphne webb will gather at seven 9th avenue and international boulevard.

that's where her father reported her missing. john webb told police he went into a store leaving her in his s.u.v. with his mother, who suffers from dementia. although the father was never arrested for the disappearance, police considered him a person of interest in the case. he committed suicide two months ago. the man known as the pillow case rapist is a free man this morning following a ruling from a bay area judge. christopher hubbard's release caused a very emotional scene in the remote of l.a. county yesterday. >> we don't want him here. they don't want them here. >> we don't want you here! i got it all on tape. >> angry neighbors yelled at hubbard as the driver took him to his new home on a dirt road. they vow to make sure had hubbard knows he is not welcome in their community. the l.a. county district attorney released this bulletin you are looking at warning people in the area hubbard is their new neighbor. he was known as the pillow case rapist because he used a pillow

case to muffle his are victims' screams. he admitted rapes and assaulting 40 women between 1971 and 1982, including 15 women here in the bay area. he has been in a mental hospital since he was released from prison in 1996. a judge in san jose was in charge of ordering his release because his most recent crimes were committed in santa clara county. people in collinsville in solano county are trying to recover from a devastating fire that wiped out almost half of their community. the fire on the fourth of july destroyed eight homes. there is still no official word on exactly what caused the fire, but one homeowner tells us he is certain it was illegal fireworks. >> somebody lit a firework off. >> reporter: you're convinced it was fireworks? >> it was firecrackers. i am absolutely positive. >> the homeowners jump in to help fight the fire but later learned that no one called 911 for 20 minutes because everyone

assumed someone else had already done that. no one was hurt, but one homeowner lost five of had her dogs. and to make matters worse, most of the victims just recently lost their insurance because their homes were sitting on s stilts. they are collecting toys, clothes, and food for the victims. after months of intense debate the decision was made to rename a middle school after a japanese-american civil rights leader. the west contra costa unified district board voted 5-0 to rename port la middle school to fred t.koramatsu middle school. he was a leader against the internment of japanese americans in world war ii. many people said they would prefer to honor someone from el cerrito. san francisco police dogs

are a little safer this morning thanks to donations of special protective vests. take a look. this police dog gave a demonstration of the new vest yesterday on treasure island. she is wearing a new bulletproof vest. the non-profit group cover your k-9 donated six vests to the sfpd k-9 unit along with a customer fit. they also include trauma kits so police officers can treat an injured dog out in the field. $27 million in funding has been approved for a suicide barrier on the golden gate bridge. a committee of the metropolitan transportation commission gave its unanimous approval yesterday. the $27 million was the final piece of the $76 million total cost needed. the board is expected to approve it later this month. bidding on the barrier is expected to start next year. construction could be completed by 2018. 7:40. new evidence shows similarities between driving with allergies

and driving drunk. a study from the netherlands shows that drivers with allergy symptoms can be impaired comparable to people with a .03 blood alcohol level. for the study participants drove with a camera recording how often they veered into other lanes. doctors say when people have allergies their bodies release a chemical that makes them feel tired and run down. 7 7 fourth 1:00. >> an expansion at the chevron refinery in richmond. the two sides of this hotly debated issue and the big decision that could come today. >> right now we are still looking at the south bay and figuring out if traffic is getting better. it does look like 280 is still slow and there is a problem in the santa cruz mountains we will tell but. lots of low clouds this morning. in fact, you are listening, not watching, turn around and look

7:44. new this morning house lawmakers are expected to convene at 9:00 a.m. our time to begin legislative work. that's after the house entrance to the u.s. capitol was closed because of an early morning incident involving the release of hazardous materials during asbestos abatement work. the entrance has reopened but some parts of the building are still closed. samples have been collected to determine if there was potential exposure. we now have new information

about the victims of the mass killing in a houston, texas, suburb. an official this morning announced that the suspect, 33-year-old ron lee haskell killed six feel, a husband wife and four children. the kids belonged to the deceased couple. a police official says haskell had been married to a relative of the victims. haskell was caught after a slow speed chase and stand-off. officers say he could be charged with murder as soon as today. >> he game in the guise of a fedex driver wearing a fedex shirt. came to this residence. gathered up the children that were here. sometime later the victims were shot in this residence. >> a seventh victim, a 15-year-old girl, is in critical condition. deputies are praising her as a hero. she was also shot but played dead and then called 911 and

convicted of economic espionage will be sentenced for his role in selling stolen technology to the chinese government. walter lou is facing more than 20 years in prison. a jury convicted the 56-year- old chemical engineer of stealing technology from dupont and selling it to the chinese government. the technology was dupont was method for making titanium oxide. that's a multi-billion dollar chemical used to whiten everything from paint to the filling in oreo cookies. this morning we are learning that chinese hackers broke into a computer network of the federal government. this was back in march. u.s. officials say the hackers targeted the files of tens of thousands of flows who have a-- employees who have applied for top secret security clearances. the homeland security department says it has not identified any loss of personally identifiable information. >> time is 7:48.

south bay. bay bridge toll plaza improved quite bait. westbound traffic, every time i see this i think is that guy trying to back up there? you should never do that at the toll plaza. also there is someone stuck in the carpool lane. all if all, the backup at the toll plaza, the drive time is 10 minutes or less. we will see if we can get some help for that stalled pickup truck in those lanes. also, i want to mention today is a baseball game at at&t park. 12:45 start time. let's go back to the desk. we begin our 8:00 hour with developing news. the investigation is underway into a small grassfire near the los lagos golf course. it started just a few hours ago. it is the third grassfire in that area in just the past 11 days. janine de la vega has this update. janine. >> reporter: tori, firefighters left just a couple of minutes ago but they leave concerned. and we're right here in the back of the los lagos golf course and they had to lay down 600 feet

of hose to actually get to the fire, which was down near a creek. now, it was a small fire. just about 50 by 50 feet of vegetation. but it's really dry, as you can see, and they're worried that it could have spread. now lets go to some video of the smoke from this fire from one of our cameras in san jose. this vegetation fire started around 6:00 a.m. near a creek bed, as i mentioned, close to the los lagos golf course. it took firefighters some time to actually find the fire because they had to hike down into the creek and access was difficult and there was lots of poison oak down there. they did find evidence of a homeless camp near the fire. those people were gone. but they suspect it's possible that somebody may have been cooking. >> it's a big concern. we have people down there that need to be maybe evacuated from the area if they happen to be down there when the fire starts. depending on the weather and, like i said, the fuels this summer are going to be dry.

they are already really dry. august, september type of conditions right now. so the fire in the afternoon will get out of hand and out of control and put people in jeopardy and put our firefighters in jeopardy, too. >> reporter: this is the third fire in this same area since june 30th. the largest burned six acres and one. fires was a flare up from the briefs one. the battalion chief that we spoke to out here says that he plans on talking to his chief about the frequencies of these fires happening in the encampments just to see if it is time for the city to step up and do action. reporting live from san jose, janine de la vega, ktvu channel 2 news. people in a homeless camp in berkeley have been told leave by tuesday or the camp will be cleared out. the city says that encampment is a health risk and causing a rat problem. why the neighboring city of albany is causing the problem

the city says. >> reporter: good morning. i just had a chance to speak with two homeless men who are staying here at this encampment. they are certainly worried that the city of berkeley will clear this place out next week. the city has declared the camp a public nuisance. the big concern out ear is all the trash -- here is all the trash, the animal waste and rats that are infesting this particular area. this camp is right under interstate 80 at gilman street. dozens of people are living here with tents and tarps lining the sidewalks. the city of berkeley has threatened to clear out the camp by this coming tuesday unless the place is properly cleaned up. berkeley police have been visiting the camp on a daily basis, offering to connect people with city services. and at the same time because this encampment is under the freeway the highway patrol has posted a notice warning campers to clear out or risk the possibility of citations or arrest. now, one man who has been living here for quite some time didn't want to give his name.

we discovered the 26-year-old alix tichelman was arrested last fall in georgia for biting a 53-year-old boyfriend. he died several weeks later of an apparent heart attack. meanwhile, tichelman is scheduled to return to a santa cruz court next wednesday on charges of killing 51-year-old google executive forest timothy schayes last november. investigators say a surveillance camera on his yacht shows she injected him with a lethal dose of heroin, watched him fall to the ground, gathered up the heroin and needles, and then stepped over his body to finish a glass of wine. >> she was callous as she showed no regard at all for the victim in this case. her only concern was getting her belongings and getting herself out of that situation. >> on tichelman's facebook page she states she worked in san francisco in 2010 as an exotic dancer at larry flynt's hustler club and the candor club. investigators used her tattoos

back by logging off facebook. three businessmen riding an uber car in washington, d.c. said they have a harrowing experience. before going in the car the men noticed the driver talking to a taxi inspector. the inspector then started following them and that's when the uber driver started speeding and running red lights. the businessmen yelled at the driver to stop, grabbed his leg to get him to stop. they tried to block him in but the driver took off going the wrong way up an exit ramp. he is now being investigated and uber has deactivated him. time is 8:17. a mystery man has spent hundreds of dollars buying groceries for strangers in the east bay. a mystery person spent more than $800 at the grocery outlet store in concord on tuesday. when he was asked why he was buying groceries for people he didn't know, he reportedly said it was the right thing to do.

or go up highway 1. you will not be getting through from santa cruz to the south bay to san jose and los gatos because of this fatal crash. chp says it will be there for six hours as they get some of these injured people out. they do the investigation. at least one person has died. they have called the coroner there. southbound is not recommended either because it's going to be slow past the scene even though the lanes are open southbound. all right. let's move along and take a look at 280. that's improved in san jose. the traffic is moving well. it's getting up into the valley. and highway 80, the bay bridge toll plaza, that has improved. game time today 12:45 at&t park giants and a's. in san francisco a senior assisted living home is due to close at the end of this month. it's supposed to be making room for a private elementary school, but some people are fighting to keep that place open. ktvu's brian flores is out there now in san francisco to tell us

about some last-minute efforts to keep it open. so what's going on, brian? >> hi, dave. good morning. there is a lot going on to keep it open. good morning to you. the university lady's home has been taking care of seniors for the last 130 years. it began with philanthropist james lincoln in the late 1800ss. on july 31 it's scheduled to close its doors. on the website it says thank you san francisco for the last 130 years of support. the home is scheduled to close but quite a few are fight to go keep it open for the seniors. this morning at 10 supervisors will have a hearing about the issue. they are throwing their support in about keeping the home open. he tweeted last night, trying to get people to show up for meeting. this is an opportunity for all sides. residents, community members and board members as well to show their support for the home for the sale of it. now, plans are to sell it to nearby at a alta vista school.

they are using it as an expansion of the school. people have been trying hard to keep this place open. it has had financial troubles which dates back to 2008. i did talk to a board member just moments ago. he said really the best way to handle this at least from the board's perspective was to keep the endowment going instead of keeping updated on a board and brick and mortar building which is aging in terms of infrastructure. we do want to mention as well that the residents were notified of these changes on may 7. there are about 27 seniors who still don't know what the plans are in terms of finding a senior assisted living care facility. we will keep you updated on what comes of this issue. live in san francisco, brian flores, ktvu channel 2 news. the los angeles dodgers could decided to whether to appeal the $18 million award in the bryan stow case. yesterday a jury in los angeles found the dodgers were partly

responsible for stow's critical injuries. he was brutally beaten outside dodgers stadium three years ago. the award was far less than the $50 million though the stow family was seeking. >> obviously, it would pull at anybody's heartstrings. but we could only go by the evidence that was presented to us in court. >> i feel like it's a victory. and it's a big weight off of our shoulders. we have been waiting three years for this. >> the jury also ruled that former dodger owner frank mccourt was not liable in this case. the stow family had sued the dodger organization and mccourt for negligence claiming poor stadium security played a role in the brutal beating that caused stow's permanent brain damage. family members say bryan stow is still a local giants fan and the team issued a statement shortly after yesterday's verdict. quoting here, we want to thank the giants fans and the entire bay area community for their heartfelt support of the stow family. giants 3rd base coach tim flannery has become a close

friend of the stow family. >> everybody in their family became a full-time caregiver the rest of their eyes in the port angeles of an eye. everybody's life changed and did not and have not walked away from the responsibility. and that's what i love about that family. >> flannery is also a musician. his band has played more than a half dozen concerts which raised about $200,000 to help pay at least some of stow's medical bills. our time now 8:36. the family of a missing oakland toddler would disappeared one year ago will hold a candlelight vigil marking the day she disappeared. that's where daphne's father reported her missing. john webb told police he went into a store leaving little daphne in an s.u.v. with his mother who has dementia. although the father was never arrested in the case, police considered him a person of interest in the case.

he committed suicide two months ago. 8:36. the man known as the pillow case rapist is a free man this morning following a ruling from a bay area judge. christopher hubbard's release caused an emotional scene in a remote area of los angeles county yesterday. >> we don't want him here. >> i got it all on tape. >> angry neighbors yelled at hubbard as the driver took him to his new home on a dirt road in antelope valley and they are vow to go make sure hubbard knows he is not welcome that their community. the los angeles county district attorney released this bulletin warning people in the area that hubbard is their new neighbor. he was known as the pillow case rapist because he used a pillow case to muffle his victims' screams. hubbard has admitted raping and assaulting 40 women between 1971 and 1982, including 15 in the

bay area. he has been in a mental hospital since his release from a hospital in 1976. a judge in san jose was in charge of ordering his release because his most recent crimes were committed in santa clara county. san francisco police dogs are a little safer today thanks to new protective vests. take a look. this police dog gave a demonstration yesterday on treasure island. she is wearing new bulletproof vests. now, the non-profit group cover your k-9 donated six vests to the sfpd k-9 unit. along with a customer fit, they include a trauma fit so police officers can treat an injured dog out in the field. it is 8:38. a special camp in west moran is allowing law enforcement officers to offer help and guidance to kids who need it most. it's called camp champ. the san rafael police department started the program to give at risk underserved children a chance to learn about the tools police and firefighters use.

let's bring you up to date on top of the top stories we are following right now. ktvu is learning more about the history of a suspected high priced prostitute accused of manslaughter for the drug overdose death of a google executive on his yacht last november. 26-year-old alix tichelman was arrested in georgia for biting a 53-year-old boyfriend. the boyfriend died several weeks later of an apparent heart attack. supporters of san jose's pot clubs planning a protest at noontime today. the demonstration is part of an organized protest and petition drive against the new ordinance approved by the city council last month. critics say it amounts to an outright ban on pot clubs. and people in a homeless

encampment in berkeley, they have been told to move by tuesday or that camp is going to be cleared out. they say the encampment is a health risk and it has led to a rat problem. ktvu's alex savidge live to tell us what people who live at that camp, what are they saying? >> reporter: good morning to you. i just talked with two homeless men staying at this camp and they acknowledge the public health issues out here, including animal waste, a lot of trash in the area, and a growing rat problem out here. take a look at this encampment. it's underneath interstate 880 at gilman street. there are tents and tarps that line the sidewalk. the city of berkeley has declared this camp a public nuisance and the city is threatening to clear the place out this coming tuesday unless the area is properly cleaned up. berkeley police have been visiting the camp on a daily basis offering to connect people with city services.

and because this encampment is right underneath the freeway, the chp has become involved and the chp has posted a notice out here warning campers to clear out or risk arrest. now, one man who has been living here for some time hopes the city will let campers take care of the problem. >> this right here, yeah, it does need to be cleaned up. people doing drugs, needles on the ground, maybe caused by some of my neglect that i need to work on, and people walking past. i had to keep an eye on that. there is other people on earth than just me. >> people first began moving here in may after being forced out of a nearby piece of waterfront land known as the albany bowl. that eviction is now stirring controversy. according to one report, berkeley city leaders say albany is passing the buck by simply pushing its homeless population on to its neighboring city and some of those forced from the bulb were paid thousands of

dollars to not return to that city. now, advocates for the homeless argue instead of forcing people out the city should put in trash cans to help campers keep the area clean. but the city has set its deadline of tuesday and if the problems aren't taken care of by that day, this encampment will be cleared out. live in berkeley. alex savidge. the battle over chevron's plans to expand its richmond refinery continues tonight. pam cook joins us now with what could be gained and what could be lost. >> yeah, those in favor of the expansion plans at the chevron refinery say it means hundreds of new jobs. those opposed say it means more air pollution for people living in richmond. about a hundred people showed up last night at the meeting to voice concerns or support for chevron's plans. the meeting with richmond's planning commission, which is looking over a 2,500

environmental impact report. the planning commission is trying to make that decision after the crowded meeting last night. >> our job is to move it forward with the recommendations for a safe plan. we are going to put forth some conditions that will make -- that will ensure the safety of the residents and the workers. >> in addition to air quality, safety is a big concern. the expansion project would increase the refinery's ability to process crude oil with higher levels of sulfur. the huge fire in 2012 at the refinery was caused by a leak if a pipe that was corroded by sulfur. however, that explosion and fire, after that governor brown convened a task force to look into improving worker and public safety, and that group continues to meet and it released its recommendations for improving safety at refinery plants back in february. the next meeting at richmond is tonight. the planning commission is supposed to vote on whether or

not to pass that lengthy environmental impact report. we will follow that and have more on that tonight on the ktvu channel 2 news. time is 8:47. a major traffic problem on highway 17 is getting worse. sal, what's the latest on that deadly crash? >> highway 17 is shut down, dave and tori, northbound at the summit road. they are turning all the traffic around. i want to put it on the maps for you. it's been a deadly crash involving a jackknifed big rig northbound 17 at bear creek road. you can make it up to summit and after that you see that the traffic -- you see the purple. that means the freeway is closed and they are making people turn around at summit road. if you know the area, you might be able to pull off something like a back road thing. but everybody else is on it. the best way to do it is if you are in santa cruz and you really have to get into the bay area is to use 152 and come up this way to 101. i know that's a long way around.

welcome back. time is 8:54. people in collinsville still trying to recover from a devastating fire that wiped out almost half their community. eight homes were destroyed in that fire in the fourth of july. there is no official word on exactly what caused it.

one homeowner says he is certain it was illegal fireworks. >> somebody lit a fire. >> reporter: you're convinced it was fireworks. >> it was firecrackers. >> the homeowners jump in and help fight the flames. they learned later no one called 911 for about 20 minutes. they assumed someone else had already did it. one homeowner lost five of her dogs. to make matters worst, most of the victims recently lost their insurance because their homes were sitting on stilts. in the meantime, the nearby montezuma fire department is collecting clothing, toys and food for the victims. a dog that was found abandoned in venisha on the fourth of july now back with its rightful owner in yolo county. a woman found the dog abandoned with the word free written on the side and i need a home written on its head had. police say they later found out

the dog was not abandoned. the doing's owners reported it missing from 40 miles away on july 3rd. the police say they is don't know who wrote the words on the dog. 855. now to alaska's denali national park where scientists discovered a trove of dinosaur footprints. the tracks are 70 million years old and believed to be from a herd of duck billed dinosaurs. the specimens are large and well preserved. they show skin impressions and evidence of birds, giving scientists a better idea of what the area's ecosystem was like at that time. imagine being able to look back 70 million years. >> that's amazing. time 8:56. let's go back to sal. that major crash on highway 17. a deadly crash. >> a deadly crash on 17 northbound at bear creek road. traffic is being turned around at summit road and being turned around heading back down the hill. the best way for you to do it
